Our response had to be built on clear analysis, active monitoring and robust scenario planning. We needed to be ready for a second wave or choppier waters with contingencies that would deliver our objectives in any event.
We used this moment to evaluate and understand the changing impact on Plymouth's economy.
Clearly, this was taking place against a background of considerable change as lockdown eased, and we continually reviewed our plans.
This enabled us to effectively address not just immediate challenges but longstanding challenges and future opportunities.
We used the data available to us to understand the situation and to model for recovery and growth.
